Since a lot of those documents are not the responsibility of the DFA, the DFA requires you to have them authenticated by the relevant government department.
When you say certified true copy it means that you had the original photocopied (e.g. transcript of records, diploma, etc.) and usually there's a dry seal and a signature from an authorized person in an office where you got those documents.
The authenticated documents on the other hand, like the ones coming from DFA for instance they are the ones who make sure that the ceritified true copies of the documents are indeed correct and the authenticating officer will issue you a certification bearing the signature of the officer, a seal and a red ribbon. Also, a documentary stamp is usually visible on the certification.
DIPLOMA & TOR - INCLUDING CASES/ RECOMMENDATION LETTER
First, you need to go to your school and obtain your final Transcript of Records and official Diploma. Some schools and universities will be the ones responsible in sending it to government offices, but most will not:

College Diploma and Transcript of Records/ Special Order/ Certificate of Enrollment/Report of Grades Certification of Graduation
1) Commision on Higher Education - Located in Ugong, Pasig City, this is your first step. You shall receive official papers from the CHED official that you have graduated in a college or university in the Philippines. Just ask the guards or anyone who works there where the office for TOR and diploma authentication is located. Your transcript of records and diploma shall be photocopied and stamped, and the official papers along with it. This process will take at least a week or two.
2) Department of Foreign Affairs - This will be next in line. You need to submit your CHED-authenticated TOR and diploma.
This is located along Roxas Boulevard, Manila City. Expect a heavy line and a heavy crowd, so you have to be early. Look for its lower ground offices, this is where the releasing of authenticated documents is done. Like the CHED, this usually takes one to two weeks.
3) Red Ribbon in Malacanang - Next is this office. Ask any guard and they shall point to you which office this is located. A red ribbon will be placed around your DFA/CHED- authenticated TOR and Diploma. Goverment clerks will be inspecting your papers and place the ribbon. This usually takes a whole day.
PRC LICENSE CARD/ CERTIFICATION OF RATING/ CERTIFICATION OF PASSING
STEPS: a. PRC b. Malacañang c. DFA
1) Authenticated by the PRC - All documents pertaining to your Nursing License.
2) Red Ribbon in Malacanang - Next is this office. Ask any guard and they shall point to you which office this is located. A red ribbon will be placed around your DFA/PRC- authenticated Professional Nursing Documents. Goverment clerks will be inspecting your papers and place the ribbon. This usually takes a whole day.
3.) Department of Foreign Affairs - This will be next in line. You need to submit your authenticated Professional Nursing Documents.
